Auto theft is a $7.5 billion business. While the actual theft rate is declining, the value of theft is climbing, according to the FBI. Car theft crimes mainly occur in large cities, and especially near shopping malls and in parking lots. Any situation in which a large quantity of cars is parked together for an extended period of time is susceptible. This includes areas such as sporting events and airports. Without reliable witnesses or descriptions, there are few leads for law enforcement to follow. If a car is not recovered within a couple days, the chances it will be found are extremely slim.

Young males are responsible for over 80% of auto theft. More than half are under 21 years of age when arrested and over 40% are under 18. Cities have enacted curfew laws to reduce auto thefts, and they have had a minor impact. Parking lots are designed to allow maximum visibility for safety.
